Coastguard towing Taiwanese fishing boat with missed chief engineer

A Coast Guard Administration vessel began towing services a Taiwanese deep-sea fishing boat at 8 a.m. Sunday on which the captain and chief engineer were missing.

The Te Hung Hsing No.368 fish boat, which was 4,870 nautical miles away from Nanfangao Fishing Harbor on Taiwan eastern coast when the rescue started, is predictable to return to Taiwan after Aug. 20, CGA officials said.

However, the towing speed is very slow because the boat main engine and steering engine were damaged by its bolt members, the officials said. The CGA intends to send another coastguard vessel to carry machinery that are required for repairing the fishing boat, but the plan is listed as a help that might not be necessarily enforced, the officials said.

The CGA vessel caught up with the Te Hung Hsing No.368 in the early on hours of Saturday, nearly 2 weeks after its owner lost contact with the fishing boat. The Suao, Yilan County-based boat was 623 nautical miles southwest of the Republic of Kiribati when it was caught up by the CGA patrol ship.

Taiwan coast guard officers have found no sign of the deep-sea fishing boat captain Chen Te-sheng or chief engineer Ho Chang-lin, the only 2 Taiwanese on the boat, according to reports from Taiwan.

Not any of the 9 Indonesian workers aboard the ship would explain what had happen to the Taiwanese captain and chief engineer, the reports said.

The Indonesian government spoken regrets Saturday over the fading of the captain and chief engineer of the Taiwanese fishing boat.

Driver crashes into gas station, merchandise strewn

A 70-year-old driver crashed into the plate glass window of a gas station Thursday morning when the driver was attempting to park a Chevy Malibu and by accident stepped on the gas instead of the brake.

The driver, a Massillon woman, was not injured when she drove into the front of the BP station on Lincoln Way E at 27th Street at 11:41 a.m., said Sgt. J.J. DiLoreto, public information officer for the police department.

Her vehicle front end landed inside the gas station and caused a broad mess spilling soda, wine and other items inside the store.

Broken glass was strewn inside and outside the building. The car struck a soda display of two-liter bottles spilling pop in all places. A wine display also was hit, breaking the bottles and splashing wine inside the store.

Several racks of toiletry items and gas cans were knocked over as well as a cold drink machine. Massillon police respond and Patriot Towing service was called to remove the vehicle.

Emergency towing vessel posted on eastern coast

An Emergency Towing Vessel has been posted by the Director General of Shipping for the first time on the eastern coast. The move is aimed at given that timely help to vessels pushed into distress by rough weather and their stranded crew.

C.P. Srivastava, an offshore tug owned by the Shipping Company of India, is currently berthed in the south quay of Chennai Port Trust and its services will be available till October 2. Two vessels, OSM Arena and Pratibha Cauvery, ran aground during cyclones ‘Thane’ and ‘Nilam.’ The OSM Arena ran aground on December 30, 2011 and Pratibha Cauvery on October 31, 2012. Damage caused to Pratibha Cauvery was more severe. 6 sailors lost their lives and their family members were compensated on approaching the Madras High Court.

In the case of OSM Arena, the rescue was carried out by a specialist team from CHPT. Both Pratibha Cauvery and OSM Arena were sold after being termed un-seaworthy. While Pratibha Cauvery was towed to the Chittagong Ship-breaking Yard last month, OSM Arena, renamed M.V. Yashwi, is yet to begin its last journey to Chittagong.

It was sold to a private party for Rs.17.10 crore last June and had settled Port dues of Rs.4.62 crore. In fact, the vessel is in the outer port of CHPT since February 2010.

Released to The Hindu, a CHPT official said: The vessel is anchor outside the port’s limit. It does not have enough manpower and cannot be started. If something goes, wrong who will carry out relief work? The present ETV is meant for the east coast and will be available only on demand. It has a capability of 60 tones of bollard pull less than that of Malaviya 21. Right now, we can’t predict whether ETV will be available for us during monsoon time.

Since June, the new owners of Yashwi had been assuring that the vessel would be towed out soon. But, the limit gets postponed all week. 

A surveyor from Singapore has laid out 5 conditions before it could be in fact towed out. Thereafter, it would be surveyed again by the assessor as well as Indian Register of Shipping. Then it can sail out, said another official.

Montgomery mayor wants to tow unlicensed drivers

Montgomery Mayor Todd Strange wants the city to be able to tow cars involved in accidents if driver has no license or liability insurance.

The Montgomery Advertiser reports that the mayor plans to set up a city ordinance that would give the city new powers. It's the newest move in a year-long debate over how to encourage drivers to comply with state laws.

The law already allows for civil fines if a driver doesn't have a license or charge insurance. But officers release the driver after issuing the citation.

Discussion leading up to the mayor proposal have divided advocates. On one side are those who say uninsured motorists penalize those with insurance. On the other are those who say extra fines and towing costs burden poor residents.

Concerns more firms’ authority to towing

Hundreds of people could be in line to have Towing Services fees reimbursed after accusation a Wellington company has been removing cars without authority. 

Petone-based City Towing was ordered by the Disputes Tribunal to pay back Catherine Chapman her $250 tow fee from March, after it produced its towing authority paperwork under the name Harbour City Tow and Salvage, Fair Go report last night. 

City Towing company owner, Stephen Okeby, was the director of Harbour City Tow and Salvage before it went into receivership in February. City Towing was registered 10 days later. As of June 19, City Towing did not have the New Zealand Transport Agency vehicle recovery license it needed to remove cars. 

Further information provided by NZTA under the Official Information Act shows Mr. Okeby did not have the required support to be towing. The company had been towing for more than 4 months and up to 300 vehicles in Wellington were taken unlawfully, Fair Go reported. The maximum fine for towing without a license is a fine of $10,000. 

NZTA spokesman Anthony Frith said it was at current investigate concerns about City Towing licensing. He said he could not provide any more detail as the question was ongoing. He also could not say if Mr. Okeby had received a towing license after June 19.Mr Okeby refused to comment when approach by The Dominion Post yesterday. 

Mt Cook resident Courtney Coughlin had her car towed by City Towing yesterday from a retail car park in central Wellington. She paid the $250 fee, but was angry at the option the company could be in service without authority. She said she would challenge the tow cost if it was found City Towing had taken her car without a proper license.

Tow operators upset over wrecker service

Some towing companies are crying foul over the state's new program to fast remove wrecked vehicles from a critical stretch of Interstate 95.

In June, the Virginia Transportation Department of began using a state-owned rollback wrecker to remove disabled or wrecked vehicles off the thruway. Tow truck company operators say the program wrongly competes with their businesses.

The Free Lance-Star of Fredericksburg reports that VDOT officials told the tow truck company operators in a meeting Thursday they understood their concern, but that the state's work is to make sure the interstate is safe and that traffic can keep moving.

The operators want a system similar to one in other locality in which private tow truck operators are dispatched along with police and emergency responders.

Free towing service offered 4th of July


AAA Northwest Ohio is offering a free towing service on the Fourth of July until 6 a.m. tomorrow.

Tipsy Tow service is available to assist those who find themselves in a drinking impair situation and need to get them and their vehicles home safely.

It will provide a one-way ride for the driver and their vehicle at no cost for up to 10 miles. Services will not be provided transport to another drinking business or to a destination other than their home. A tow to a hotel will be allowed if the motorist is a guest.

Other services that will not be provided: requests for a vehicle start, flat tire change, gas delivery or cab service. For trips longer than 10 miles, vehicles can expect to be charged the towing company's standard rate. If members are requiring these services divide from the Tipsy Tow program, we will provide the service as normal.

According to the National Highway Traffic Safety Administration, one alcohol-impaired death occurs all 45 minutes across the country, with alcohol impaired drivers causal to one out of every 3 traffic deaths.
