Towing company owner charged with dealing heroin

Two Philipsburg area men are in custody after a 3-month drug investigation.

Rebel Towing owner John Lorraine Bowes, 33, of Decatur Township, Clearfield County, and his employee, Walter Lee Wagner, 42, of Philipsburg, were arrested Tuesday after the state police Bureau of Criminal Investigation North Central Strike Force served search warrants at the towing company on Curve and Moshannon streets in Rush Township, and Bowes’ Walton Street residence.

According to police, the arrests were the conclusion of an investigation that began in December. Troopers said they observed and identified individuals buying and selling heroin at the towing service.

In March 2014, in secret troopers began making controlled purchases of heroin, police said in a statement. During the inquiry, numerous customers who purchased heroin from the business were identified along with the sources of the heroin.

Warrants served in Centre and Clearfield counties at the two properties netted heroin, drug things and about $21,000 in cash.

Bowes was charged with at least 14 felony counts of produce, delivery or possession with intent to produce or deliver and at least seven counts of misdemeanor possession, as well as plan to manufacture, deliver or possess and criminal use of a message facility.

He is lodged at Centre County Correctional Facility in lieu of $100,000 bail.

Wagner is charged with two felony counts of manufacture, delivery or possession with intent to deliver and one charge of conspiracy, as well as misdemeanor possession charges. He remains at Centre County Correctional ability in lieu of $25,000 bail.

Increased in towing and related services fees

Services Fees for city towing and other related wreckers just got more luxurious for residents, in a move that more closely mirrors Killeen’s towing fee increases.

Copperas Cove City Council meeting, Mike Heintzelman, deputy chief of police, told council members the wrecker services on the city’s rotation list complained that increased fees from the Texas Department of license and Regulations made doing business at present rates difficult.

The Copperas Cove Police Department uses seven wrecker businesses to assist with accident cleanups, elimination vehicles due to arrest, and for parking violation and other circumstances necessary by police.

Code of Ordinances Sec. 19-66 controls the maximum fees wrecker services can charge, and that has not changed for close to a decade. The more costs to businesses come from having to cover costs related to increase operational licenses, training costs, drug testing and other staff-related fixed cost.

The wrecking tow service industry has undergone major changes, Heitzelman said. Will look just like what the city of Killeen approved 2 months ago. Some towing companies there, too, had to adjust rates to keep up.

Phil Egbert, owner of Phil’s Paint and Body, said most people do not understand what wrecker drivers had to face when on a service call.

Sometimes we face angry or drunk customers and we have to call the cops for help. It’s not always easy. And all those new fees, they add up. Even my office staff is now requisite to be licensed and they’ are not even driving.

Killeen’s new city ordinance increase basic tow fees to $150 and adds a $50 flat-bed fee.
The Copperas Cove council unanimously approved a similar schedule where towing services for collision and no collisions reasons are now $150.

The hourly fee extra to other charges after the first hour of service is now $80; using a dolly or flatbed will cost $50, and for up righting a vehicle, it will cost $50. Mileage fees jumped from $2 to $3 per mile.

Mid-Iowa wins towing service added new contract

A new towing company will be responding whenever Fort Dodge police officers need a vehicle haul away.
The City Council on Monday hired Mid-Iowa Towing, of Fort Dodge, to give that service for the next 2 years. That company will replace Ponderosa Towing, of Fort Dodge, which has provided that service for about 20 years under a series of contracts with the city.

The current 2-year contract expires this year. After receiving proposals from both companies, Police Department leaders gave each one a numerical grade based on contractual service costs, towing tackle and capability, freelancer everyday jobs, storage services and abandoned vehicle disposal method. Mid-Iowa Towing received a score of 90, while Ponderosa Towing received a score of 85.

However, Police Chief Tim Carmody recommended that Ponderosa Towing receive a new 2-year contract based in part on the city's long record with that company. That advice came before the council on Feb. 24, but the elected officials took no action at that time.

Councilmen Dave Flattery and Jeffrey Halter both said that Mid-Iowa Towing received a higher numerical score than Ponderosa Towing. Halter added that the fees of Mid-Iowa Towing are in many cases lower than those of Ponderosa Towing. 

Those prices are paid by the owners of the vehicles that are towed. Councilman Terry Moehnke prepared a multi-page detailed summary of all towing companies’ fees, which shows the differences in prices.

The cost of towing a drive vehicle is one area in which the companies differ.

Mid-Iowa Towing will charge $40 for that job. Ponderosa Towing would charge $65

This includes a $40 Basic towing fee and $25For the use of dollies needed to lift one set of the vehicle's wheels off the ground.

DC declares emergency snow starting early Monday

District of Columbia official have declared a snow urgent situation will go into effect early Monday. That means cars parked on snow emergency routes will be ticketed and towed.

D.C. officials announced Sunday that the snow emergency situation will begin at 7 a.m. Monday. The District of Columbia Department of Public Works and Department of Transportation will move cars off snow emergency routes so that snow can be cleared from curb to curb.

Parking limits will remain in effect until officials lift the order.

The fines for parking on a snow routes during emergencies are $250 for the violation and $100 for towing fees. Drivers are also charged $20 per day as a storage fee until cars are claimed.
